GSTA representation to Director DoE Regarding deployment of teaching staff on COVID 19 duty

Subject: Regarding deployment of teaching staff on COVID 19 duty

Honourable Sir,
                            The GSTA ( Government School Teachers Association Delhi) would like to draw your kind attention towards the problems faced by the teachers being deployed at the different centres designated for COVID 19.

Sir, being a very responsible community we are always ready to perform any duty with utmost commitment in the fight against the COVID 19 but presently the teachers who are deployed at the different types of COVID 19 centres(Quarantine Centres,Hunger Relief Centres, Shelter Homes, Ration Distribution Centres etc) feel insecurrd and unsafe due to the manner of their engagement being unjustified. Hereunder are some problems faced by the teachers with their possible suggestions-

(1) Many teachers have been deployed in other districts than their own. It causes a lot of inconvenience to them. If they are deputed in the same district they live in, they can perform their assigned duty in more effective manner.

(2) Teachers who are doing duties at any of the COVID 19 centres are all the time exposed to Corona infection. They should be equipped with all the safety measures ie N95 masks, gloves and proper caps so that they may be prevented from being infected with COVID 19. A teacher has been found Corona positive at GBSSS, Jahangirpuri doing duty in such circumstances and very recently a teacher (North MCD) died doing duty at Ration Distribution Centre. So, their safety should be given top priority.

(3) Central government and Delhi government have announced insurance of Rs fifty lakh and Rs one crore respectively to the families of employees who die performing Corona duty but teacher hasn't been mentioned in any of them. The teachers who are doing duties at any of COVID 19 centres are anguished. A new clarification should be issued in the same regard clearly mentioning teachers also in them.


(4) Thousands of employees working in Delhi have their residences in neighbouring cities and villages of Hariyana and Uttar Pradesh commuting daily from their residences in NCR to their working places in Delhi. Also they don't have any place to stay in Delhi. Their residences in neighbouring cities and villages are mentioned in their service books also. 
Ironically in some schools they have been served show cause notices saying as to why a disciplinary action should not be taken against them for leaving the station during Lockdown. These SCNs( show cause notice) should be repealed immediately as no teachers living in NCR are in the fault at all. Instead, the show cause notice serving authority should be asked why he/she has served the notices despite being aware of the fact of their residences in NCR.

(5) Presently a large number of the teachers of Directorate of Education Delhi deployed at COVID 19 duty have been working for about more than forty days continuously about twelve hours daily. It can't be appreciated at all. They should be replaced immediately with other employees after getting them tested properly.

You are therefore requested to look into the matter personally keeping in the view the above mentioned concerns of the GSTA and take appropriate and justified step so that we may unitedly fight the most dangerous pandemic COVID 19 in an effective manner.
