ACB probes DSSSB exam irregularities

The Anti-Corruption Branch has filed an FIR in connection with an alleged scam in the Delhi Subordinate Services Selection Board (DSSSB). The antigraft unit, led by M K Meena, invoked Sections 5 and 16 of Prevention of Corruption Act against DSSSB officials and is in the process of sending out summons asking them to join investigations.The ACB did not elaborate on when the alleged scam took place but its officials told TOI that the FIR pertained to a “recent exam“.
Top sources in AAP government confirmed that the exam under the scanner was notified in 2010 and conducted in 2014. The results have not been declared yet. The Kejriwal dispensation claims that it had received several complaints of irregularities in the examination after it assumed office last year. It referred the complaints to the vigilance department and ordered an inquiry .
The vigilance report is learnt to have pointed out several discrepancies after which the government sought a detailed report on the matter from DSSSB.Sources said the state wants the board to come out with a mechanism to ensure “justice“ to genuine applicants.
Initial investigations by ACB revealed that around 42 candidates were either siblings or close relatives. Several candidates who qualified for the exam belonged to the same localityvillage. Also, roll numbers of successful candidates were found to be in sequence, allowing them to sit together in the exam, said ACB.
In violation of Department of Personnel and Training circulars, over-aged candidates such as teachers and jail wardens may also have been considered in the general category .
“More than half of the qualifying candidates under the general and OBC categories are from the same area zone. Some candidates were allowed to sit together in groups of kith and kin and friends, allegedly to share answers. Five candidates are from the same ancestral family,“ said an officer.
“Some candidates were deliberately transferred to the Shakarpur examination centre by the board in the name of maintaining sanctity of the exam with ulterior motives. The highest number of candidates who qualified is from this centre,“ says the probe report.
Earlier, BJP's Vijender Gupta had demanded a CBI inquiry into the matter. Gupta said: “All these malpractices over a period of time have led to selection of rich candidates indulging in dishonest and corrupt practices at the cost of honest and hardworking candidates.“
Immediately after it came to office, the AAP government said DSSSB was a priority area considering the huge recruitment backlog. It also replaced former DSSSB chairman Janak Diggal with Anindo Majumdar to “streamline the system“.
