The returning officer for GSTA Election issued guildlines for Voter/Candidates. The text matter of which is as follow :

CIRCULAR
Guidelines to the Candidates/Voters for Smooth Conduct of
Election for the Executive Committee
of GSTA.
Following guidelines are being issued for information of
general voters of GSTA for the smooth conduct of Elections.
1. The
Polling time will be from 8.00 am to 4.00 am and thereafter counting will take
place at the polling booth itself by the same polling staff.
2. The
voters will have to prove their Identity by ID card, DGEHS Medical Card and
certificate on letter head issued by the HOS of the school as a first priority.
The Presiding Officer may allow any other ID proof such as PAN card, Driving
License, EPIC and Passport as a second alternative. Each voter shall record
his/her Employee ID on the counter foil of ballet paper under his/her
signature.
3. The
polling agents may challenge any voter for impersonation by paying a fee of Rs.
5.00 to presiding officer for which he will issue a receipt. PrO then will hold
a summary inquiry and will not allow a wrong person to cast his/her vote after
satisfying himself.
4. Each
voter will be supplied with two separate ballot papers- one for District Team
and other for Central Team.
5. The
voter will be required to put his/her full signature on the counterfoil of the
two ballot papers and records his/her Employee ID under signatures.
6. The
vote will be cast by putting “right sign” or “Cross Mark” within the slot/box
of the candidates with a pen supplied by PRO. In case of right sign the initial
point will prevail over the tail on its crossing the border line. In case of
right sign or cross mark in more than one slot/box the vote will be rejected.
However in case of Vice President, two right signs or cross marks are to be put
since there are two seats of vice president in central team.
7. In
the Central Team, there are twelve office bearers and therefore, the voter is
to cast two votes for the post of “Vice-President” and only one vote for each
other post. In total he/she has to cast twelve votes for Central Team.
8. In
the District Team, there is one post of “District
Secretary” in all the 13 districts. The number of post of Executive members are
02 in District New Delhi, 04 each in District
NW-A/North/West-B/SW-A/SW-B/South/South East/Central and o6 each in the Districts
East/NE/NW-B/West-A. In case the voter marks more than the number of post(s),
the ballot for that post will be cancelled.
9. After
casting the votes, the voter will hand over both the ballot papers to the
Polling Officer No. 04 who will then put the ballot papers in the ballot box.
10. No
canvassing will be permissible within the school where polling booth is set up.
11. All
the concerned such as Candidates, their agents and voters are required to
maintain peace and calm at the polling stations.
