The directorate of Education issued circular on dated 18/03/2013 to remove the anomaly of teaching staff of education department who are drawing less salary than newly recruited teachers on 01/01/2006. The Textual of that circular is given below :-

CIRCULAR
In
continuation of this office circulars dated 10.03.2010 & 18.05.2010, it is
reiterated that cases of pay anomaly in case of teaching staff of education
Department, who are drawing less salary than newly recruited teachers on
01.01.2006 or thereafter are to be settled in accordance with the instructions
issued by Ministry of HRD. Govt. of India, vide their letter dated 13/03/2009
and 05.05.2010. MHRD has already clarified that such cases may be settled in
accordance with the clarification issued by Department of Expenditure
(Implementation Cell). Ministry of Finance Govt. of India. Basic Pay of seniors
may be stepped up with reference to such of their directly recruited juniors
who are recruited on or after 01.01.2006 and whose basic pay is more than that
of the seniors subject to fulfilment of certain conditions.
All such cases should be reviewed in consultation with district accounts
functionary and should be sent to HQ for concurrence on priority.

do we hv to find our junior for steping up case since order is not clear . distt accounts office clerks r asking for details of junior .this order should hv been general .please clarify.

ReplyDeleteYes, you have to find out your Junior new recruited teacher of same cadre for stepping up your pay. Male teacher has to find out Male teacher and vice-versa. TGT's (N.Sc., S.St, English and Maths) have to find out among the 4 subjects and Language teachers (Hindi and Skt.) have to find out language teacher for stepping up. You have to produce attested photocopies and comparative Pay statement of both Junior and Senior teachers and then send it to dist.

Sir, I find a new recruited junior for stepping up pay, then I meet the her Principal for the photocopies of her particular in her service Book. But the Principal denied for the same. Now What Should I do? Pl. advice me as soon as possible.

ReplyDeleteIt is a common problem that some Principal do not co-operate with the teachers. As you write Principal of your Junior not giving you photocopies of the Service Book. You can take that under RTI act 2005 directly applying to Principal as he is APIO (Assistant Public Information Officer). I think you will get the success.
ReplyDeletethis circular is totally useless and teachers union hv not put up the case properly otherwise order should hv been general that all TGT should be given entry scale of TGT i.e. 17140/-..no stepping up is needed with such orders... clerks are unnecessarily creating objections ....union should take up the matter with controller of accounts that HOS should be directed to send only details of teachers who are drawing less than 17140/- to distt for refixation . It is not teachers duty to find their junior when it involves almost all TGTs ......please take up the matter to controller of accounts
