Teachers of central govt. were
getting 10 days earned leave apart from CL and RH. Teachers requested
for medical leave to the 6th pay commission. Justice Sri Krishna kindly
assured to consider the demand of teachers. As per assurance it
recommended for 20 days half pay leave for teachers. Teachers were very
happy.
Extract of 6 CPC REPORT At Page No. 268 and page no. 270 under Heading 'Holidays and leave facilities'
and sub Head ' Introduction'
"Various
offices of central govt. are allowed 17 closed holidays in a year
including 3 National Holidays and 14 Gazetted Holidays. Additionally
central Govt. employee are also entitled to avail 2 Restricted Holidays
in a Year. Over and above this civilian Central Govt. Employee are
allowed 8 days casual leave, 20 days Half Pay Leave (Which can be
commuted to medical leave) and earned leave of 30 days.Government
employee are also entitled to study leave and extraordinary leave
separately."
"Teachers,
Principals and Headmaster's working in the schools and from 25/07/1984
Librarians, Laboratory Assistants and Watermen working in schools have
not been allowed the facility of the Half Pay leave.This facility needs
to be restored for these categories as present rule place them in
difficulties at the time of sickness etc. These categories should be
made eligible for Half Pay Leave on par with other central Govt.
employee."
But DOPT had, through an office
memorandum (OM) issued on November 11, 2008, restored the facility of 20
days’ half-pay leave to the teachers, principals, headmasters,
librarians, laboratory assistants and watermen working in these schools
with effect from September 1, 2008. In this regard, the said OM
superseded the Office Memorandum dated September 3, 1981 (regarding
leave) and the notification dated July 28, 1984. However, as a
consequence, the recent OM withdraws with effect from September 1, 2008
the facility of 10 days’ full-pay earned leave provided to the teachers
vide the earlier notifications.Various Order of DOPT for HPL
As per sixth Central Pay
Commission (Extract given above) has nowhere recommended a conversion of
earned leave into half-pay leave. It is therefore unfortunate and
arbitrary that while implementing the recommendation of the sixth CPC,
the Department of Personnel & Training did not examine the issue in
its right perspective. On the contrary, the department drew its own
conclusions and acted in a manner which is against the true spirit
behind the recommendation. Due to the conversion of EL into HPL the
teachers will suffer a lot.
All
the teacher's community should come into one platform to fight against
this order. The
teacher's of Navodaya has sent the copies of its memorandum to the
secretary of the government of India’s Department of School Education
& Literacy and to the New Delhi based commissioner of the Navodaya
Vidyalaya Samiti.

this is an example of injustice done to the teachers by Babus. We teachers should come together to oppose this. Some teachers doing clerical work in schools are also trying to covert seminar in HPL. Let us fight injustice.

Sir, may I know what type of leave is granted in lieu of Seminars we teachers attend during summer vacation ?
ReplyDeleteIn our school, HPL is granted. One teacher who does clerical work says there is a circular to grant HPL. He has converted all our Seminar earned leaves into HPS. Please guide me.

DeleteThere is no such circular issued by the dieectorate of education. Teachers are in the vacation dept. If any teacher perform any type of duty in the vacation by the order of higher authority, he will be awarded EL not HPL. The teacher who is making entry in service book of teacher, advise him to update his knowledge before making entry.

ReplyDeleteThe CSS (LEAVE RULE) has been ammended and only HPL is to be given to vacation deptt. All the teacher' union come together to fight with the above order. Teacher's will get half amount for 300 HPL encashment. The new teachers can't encash 10 EL as no EL's are availabe to them
